When a tornado passed and destroyed a road that was on the edge of the city, when trying to repair with the tool, the message "out of bounds" appeared. When deleting the track (which was strange as possible), he did not let the track build again, as shown in the attached image. That never happened. I play on this map and save it for a long time.

My dear Brazilian friend, It happened to my roads too, but outside the city. The same cause, tornado.
Everytime a tornado hit my city I keep watching where he goes, if he goes outside (very rare cases) I reaload the savegame. I recomend using autosave with 10 minutes interval, is perfect to prevent hugh sh*t.

Natural disasters are random encounters, if you reload any save before the tornado doesnt mean that you will see it again.
