BUG or WAD? Appoint a new councilor- their opinion me goes DOWN?

So I click on the APPOINT button- up pops the list of people. The little green number by their portrait says 15 or so. I appoint him. Now it says 14 in his new position in the appointment box. What gives? This happens EVERY time.

What's your personal diplomacy vs state diplomacy? Councilors and people in your court use the first, vassals and everyone else uses the second.
