I've been playing the doomsday scenario with a friend of mine and I loaded up Nationalist China to see how they were doing and whether or not I wanted to give them a shot sometime. We hadn't yet patched to the 1.3 beta patch, I think we were still on 1.2 and I noticed that when I was another country, China was only making about 40 of its 100 IC. However, when I loaded up as it, it was making 0 of 100 IC. I checked out what was going on and it was getting like a -75 IC tech penalty. I decided to finally patch up and check it out again, this time it was getting 10 of 100 IC with the same -75 tech penalty. Now I realize they're pretty backward since they still have to research basic machinery tools and I wasn't sure if maybe that penalty is also an attempt to balance it out for Communist China.

So is the intention for Nationalist China to have a very low IC in the doomsday scenario or is there a bug?

It's intentional, and has been that way since DD v1.0

Can't remember the reasoning behind it though, but it's probably to give the Communists a good chance of winning, as with full IC the Nationalists would probably roll over them

Yeah, I've tried advancing on to the next day. I even went about a week in game time to see what the deal was. I thought it might be a bug because I also noticed in the previous patched game I was playing that for a while my troops weren't getting enough gas, though they were still in supply, but when I restarted the game, they started getting oil.

What I get is a "Tech Effect" -75 IC, which is about 80% of it. I'm playing on normal, so I don't think there's any effect on IC at all.

It's probably because a high difficulty level decreases IC, you still might have dissent, or you don't have enough resources to run your industry. You should be able to tell what the problem is by putting your mouse under IC.

Also try advancing to the next day.

Try loading the Doomsday scenario and you'll see what he's talking about. There's a -75% IC modifier for Nationalist China ONLY, which makes it a bit difficult to beat the communists. It's (I guess) like walrus says, they put a huge negative IC modifier for NatChi to give the commies a chance of winning...

I suggest you open the save file in notepad or something and remove the modifier, and do so to the Doomsday scenario file as well.

It'll never go away unless you manually remove it from Nat Chinas scenario set-up file or the save game.

I have been playing Nat China for a couple of years

I have been playing Doomsday as Nationalist China and it was very hard. But it was also incredibly exciting. But now that I know that the IC penalty is arbitrary, I'm kind of mad that I stayed up until three in the morning playing against these impossible odds.

In order to keep my troops in supply I had to devote all of my IC that weren't going to consumer goods to supplies. I couldn't even spare anything for reinforcements. Even after trading away my surplus metal, I managed to annex Communist China on Normal but I wasn't sure for quite a while if I was going to make it.

But then the USSR and the USA came crashing into Asia from both sides. I have managed to keep the Soviets at bay, research some techs, and almost reinforce my men completely. But without Headquarters units of even updating my militia from Milita 43 or my infantry from the 1939 standard, going on the offensive is out of the question. Plus, the USSR has overrun Europe and Arabia.
