problem: dev diary explains that there's a way with treaties to mark an offer as essentially a gift to other country, which will diminish their likelihood to accept but in turn provide an obligation. In-game there is no such option, only one to offer an obligation to the other country.

This can be particularly vexing where some journal entries are concerned, say for example France's objective for acquiring Savoy, which requires an obligation from Savoy in order to achieve.

Maybe I'm missing something obvious. in which case I can edit or remove this post -- if so, anybody please point me the right way! In either case, thanks to any who respond with more know-how than I.
 
Hoping a mod sees this: is there any way to move this to the bug reports section, please? I'm hoping for a response to figure out how to fix this, thank you!
