I'm reposting this from the Cities Skylines forum on advice from a member there. Original thread here:

I've solved this issue on my own, but it should be brought to the attention of the launcher devs. It was extremely frustrating to deal with. Just gonna post my original post, y'all can read the other stuff and attachments at the link.
Describe your issue
Installer finds existing version
What is your game version?
dunno, can't install it
What expansions do you have installed?
(DID NOT ANSWER QUESTION)
What mods are you using?
none, can't install the game.
Please explain your issue is in as much detail as possible.
So I bought the game on sale just now, downloaded it, and tried to play it. It came up with an error box that I don't remember, but I chose the option to not have it install in the default location, because i have an NVME drive (A:\) with a steam library on it that I use for games. It immediately came up with "There is another version already installed." I did a bit of googling, and came up with "uninstall the paradox launcher" but when I tried to use programs\features to uninstall it, it gives me the error "Invalid drive F:\"
I tried to "repair" the paradox launcher installation, and it was pointed to an .msi file in an imaginary Stellaris installation on the imaginary F:\ drive, so I pointed it to the one in the cities skylines folder, but it now just outputs the same "Invalid drive: F:\" error once the launcher starts.
From what I've gathered poking through the logs, an unscrupulous former roommate of mine had been using my PC without permission back in June, and running Stellaris from an external drive that the launcher now expects to be attached. HALP!
I have found a post on the EU4 forum with someone having a similar issue, which jogged my memory about this roommate. It's located here: https://forum.paradoxplaza.com/forum/threads/launcher-directory.1459022/ His solution will not work for me, however because I don't have access to the external that it was originally installed from.
Can you replicate the issue? If yes, please explain how you did it.
