Starting in the Crowned Stag scenario as Lord Commander of the Night Watch, I was able to sell into slavery some wildlings I had captured during a Great Ranging.

AFAIK certain traits grant you the opportunity to sell people into slavery even if enslaving them yourself would be illegal.
After trying it out myself you're right, it does seem like slavery is indeed legal in the nightswatch.
