Crash Reporter failures are usually caused by firewall/connection settings and QA team verifies it before each patch release.

My understanding is the report goes through anyway, despite the crash.

But yes, make sure victoria3.exe is in the Public and Private exceptions list sof your Windows Defender firewall, assuming that's the one you use.
