Bug with annexation?

Despite having vassilized Hannover (with England) 16 years ago, belonging to the same military alliance, being part of the same religion, and having a relationship of +200, the option to annex Hannover has remained grayed out. I don't understand what's going on here. I've met all of the objective criteria, so it should at least be an OPTION.

Does anybody know what's going on here?

do you have a common border? you need one to diplo-annex.
