Bug with life sustainability

I found what could be a bug with the life sustainability command. I was playing as ITA with vic 1.03 and VIP 1.04 when I got their nasty economic downturn event. It drops life sustainability by 10 in several random provinces and by 20 in Roma (? marked as where = -2). I noticed that even after all other provinces life sustainability had returned to normal, Roma and one (? maybe more) other province were still experiencing low life sustainability (and my troops stationed there were experiencing attrition).
In the case of Roma it was 10 less than what it should have been.

I've also seen this in my games.
An event reduces life sustainability, and it never recovers to its original #.

FYI in VIP .4b the Economic Downturn event was toned down so that you could avoid it. If you are using .4b, then we will have to tone down the event a bit.
