I've been playing Russia in the Grand Campaign, and after a while I noticed that I could not move my bottom slider bar up at all, meaning I was taking (or losing as was the case) the least amount of revenue per month.
After a year or so of this, suddenly I noticed my revenue bar was locked all the way to the right a grayed out. This means that while I was making lots of revenue each month, I was not contributing at all to my reseach.
Is this a bug, or have I missed something? I've read through the forums as well as the faq with no luck in finding anything similar.
Can anyone help me out?
