I was 'peeking' at my enemies in my latest IGC, whwn I notised Russia with a treasury consisting of 27 000 ducats!

Taking a closer look revealed that Russia put all their monthly income in their pocket and totaly ignored reaserch.

Could this be realated to my problem of every nation lagging behind in reaserch (look in other thread)?

There was a lot of this in the 1.08 betas. It was fixed for the most part, but obviously there is still some remnants of it.
