unfortunately its little to late, but (at least some) some of your release CDs were shipped oud with some minor bugs in the setup.
The german CD version asks for a name of the startmenu group during setup progress. Whatever you entered, the startmenu group is always named "Paradox/Hearts of Iron 2".
If you select "Create desktop icon", the icon will be moved from startmenugroup to desktop, which leads to a missing icon in the startmenu group.
Furthermore, the uninstall link in the startmenu group has no icon (except the default windows "type unknown"-Icon.
Finally, the uninstaller seams not to remove all registry entries, because I first had HoI 2 installed (with patch 1.3a). Then I removed it via uninstall and installed it again some days later. When I tried to install patch 1.3a again, setup told me that version 1.3a is already installed, therefore setup will stop.
Anyway, patch 1.3a is applied correctly.
