I would like to build a scenario along the following lines:

Playing as one of the German states the main object would be to unite all of the German states. Secondary objectives would be colonization, expansion, etc. I am trying to figure out how I could incorporate this into a game. If I make six German states playable and none of the standard nations I could do it, but here is the problem. I don't really want all of the German nations to be fighting eachother to be the ones doing the unifying. Really what I want is for the major nations to go on colonizing the world and having Victory Points as their main objective while the German states have the objective as uniting the German states AND gaining Victory Points. Do you understand what I'm getting at here? As I see it this will probably not work because I am trying to mix game types (ie Victory Point match vs objective match). Does anyone have any brilliant ideas on this one?
 
German states aren't looking for colonisation anyway. Diplomacy in Germany with the occasional war is pretty much all they do. Pretty much the same as they'd do trying to unite Germany.
