Build ship without a port

I just discovered that the province Karabogaz in Uzbekistan beside the Casbian sea can build ships, but don't have a port. In the city map there is a ship building facility, but no water. Instead of water it is sand! Maybe the Casbian sea are drainen on water, just lake the Aral lake , or maybe it is just a bug. Someone else that have sean this?

I think I remember seeing this, but didn't want to waste the 7 colonists in what, IIRC, is a tax value 1 sheep producing desert to test the bug.
