Build speed modding

This question is in two parts.

First, wrt to building buildings.

It is possible for example to amend this by including, say:

    build_time = -x

Does this mean that the time spent on the building will be cut to 1/x?


Second, wrt to cohorts.

    global_cohort_recruit_speed = x

I think this speeds up the recruitment by x, so that the time taken becomes 1/(1+x). Am I right?


Any insights would be much appreciated

And the answer seems to be that neither of these work quite as expected, in fact, sometimes they don't work at all.
