how do i buld new IC? is there a tech required? I'm sure ive done it but have not played CORE in so long just can't remember how to unlock. Thanks in advance!

That depends on what sort of a nation you're playing. Industrialised and semi-industrialised countries suffering from the Great Depression can build IC after researching the middle recovery tech ('37 Military/'38 Economic) while those who did not suffer from the Depression can build IC straight away. Less well developed countries must research industrial technology.
