Just curious---

What manufacturing improvements do you make in your provinces? I will build bailiffs and legal counsel in every province. Same with governors. But are the manufacturing improvments worthwhile if you don't get the additional bonus (i.e. refinery if you have sugar or wine). On a purely economic analysis, it seems as if the payoff isn't that large (you pay 1000 to earn 6 additional a year). I know there are some additional benefits, but any ideas on what manufacturing improvements give the most/least bang for the buck?
 
definitely an arts academy in your capital. it makes it that much easier to weather wars :D (because of the stability bonus)

You havn't noticed the 5 D each manufactory adds MONTLY to tech reserch then ?

That's 60 D a year or 12.000 D in 200 years of gameplay ...this not even counting the 6/12 additional per year, pop % increase and revolt % decrease modifiers.

Bet bang for the buck though is probably the tax collector that cost 50 D but gets back 400-600 D during 200 years of which 200 goes directly into treasury whiout adding inflation ...
The relvolt % increase is pretty steap though.

Does a tobacco colony affect population growth due to the increased health problems caused by smoking (i.e. increased child mortality)? :) (on the other hand, smoking wasn't probably that widespread back then...)

Sorry about this, but since EU models loads of stuff anyway, why not this..?

IMO it worth it, unless you don't have more then 70 years left of the game.

They give +1 taxincome and -1% for revolt in the province.

Tax income is recived twice btw, both as monthly income and yearly.
 
Tobacco boost

Well, I found it on Page 65 of the N.A. version of the manual. Demand increases based on more manufactories, conscription centers, naval shipyards, chief judges and governors (same for Ivory as well, but not as bad for your health, though I can't say the same for the elephants or walruses).
 
I'd say the return in investment in building up a city with colonists is much greater than any of the improvements (though Governors are handy against inflation) - so given the choice between promoting and settling you should always go for the latter.
