Not quite sure if this is the place for this comment, but here goes.
It seems odd that you have to build through the range of railways in a province in order to reach your current level. For example, if you are technically able to build level 3 railways, why would you bother to build level 1 then level 2 etc. Railways are something that you build to your best ability, not your worst!
There seems no reason to start building experimental railways in a province in 1900 just because it didn't have railways before. You could say that the first railways built in a province should get, say, a 50% extra cost penalty (to represent landscaping and laying rail beds etc), but the first railways laid should always be the best technology level you can manage.
