Building requirements don't match patch notes

Description​

While patch notes of "Lance" say that all military buildings Tier6 reqire Royal Armory innovation, I can still build Tier6 barracks without Royal Armory.
Similar for other building types, old vs newly introduced buildings: The new ones only go up to Tier5 without Late Medieval Innovations, while older buildings still go up to 6.
