buildings can be placed on pathways and wider pathways.

i came on this idea when i was working on a city, but you can only build buildings on roads. but why not on pathways?
than you can make much more lil side pathway going too youre house. and if you wanna make a big city center where no cars can come but massive shopping places but than the pathways are too small so can wider pathways come too ?

take a look at the pedestrian streets. there will still be some vehicles on it. residential buildings will get a bit of vehicle traffic, cargo and service vehicles will use it, but not as a pass through. busses if you have a stop that forces them onto them. and you can put tram tracks on them.

in one of the recent updates, they added an alley sized pedestrian street. for vehicles it acts as a one way street.
