There is one land in north-east part of map - Bulgaria.
They are "the northernmost muslims". And from the start they have muslim's level of technology (2-3 stars in every tech).
But it is not true. They were simply lightly advanced than their neighborhood - Rus and Cumans. They were so isolated from another islamic states, so it is impossible for them to learn everything.
I think they should have much lower level of technology.

In game there is one problem: one of russian princes often conquer them and makes one of their province his capital. So he can have great domain (due to legalism), less revolt (due to noble customs) and so on.
