Bureaucracy, construction, output etc. collapses after reloading the game

Description​

Playing as the EIC. My bureaucracy, economy, construction are in the positive and its looking good until I saved the game and came back the next day. Reloaded the save and passed by a week and the bureaucracy, output, and construction collapses entirely for no reason. I haven't pass any laws, and haven't done anything that would have changed anything so it must be a bug. However, when I try to load up a different save, same thing happens regardless and even validating my game files, I can do nothing but stop playing this game because it is essentially game-breaking. I've tried waiting for a month but the deficit in output stays the same.

Steps to reproduce​

Load up my save game. Do not do anything and press unpause. Wait for one week to pass and the bug should be reproduced.
