Bureaucracy Cost Multiplier

Description​

The technologies for the bureaucracy cost multiplier do not impact the cost when advancing institutions.

Playing as USA - current incorporated population is 179M.
Have an elected bureaucrats in place, reducing further by 15%, and psychiatry 5%, philosophical pragramatism another 5% and psychoanalysis another 5%. Should be in total 30%. I.e. my bureaucroacy cost should be 179M / 100,000 * 0.70 = 1,253 per institution.

My current spend is 1521 per institution, which implies only 15% is applied from elected bureaucrats.

I have total 27 institutions and I pay in total 41070 institutions (27 * 1521). Whereas, given the technologies, I should have been paying 33,831.

Steps to reproduce​

Reshearch bureaucracy cost reducing technologies and see that the impact on current bureaucracy is none.

This bug has not been picked-up. Just posting here to promote it.
Just so you know, a dev posted recently that they review bug reports from oldest to newest, so bumping a report doesn't make it easier for them to see. If you have new information, definitely add that, but a simple bump is actually counter-productive.

Doesn't seem like a bug to me. There are 2 separate population-scaled bureaucracy cost: A base cost, and a per-institution one. The techs only modify base cost, while elected bureaucrats only modify per-institution cost.
