Hi all,
I have had this issue with a Greece/Byzantium play since today. I open up my Byzantium game today, still 1.4k bureaucracy, I unpause, jumps back to roughly 600 bureaucracy. I try loading again, same thing happens. I kind off liked this save game before it got messed up, so I try going back to a few years earlier, when my Byzantinian empire was still just Greece. I am astonished to see the same thing happening; good surplus of bureaucracy gets cut in half after unpausing, blowing my economy away. I really wonder if this has happened to anyone else, and if there is a fix to it. I am using no mods, no dlc's.
 
Have you checked the usual culprits:
  • Petit burgeoise bureaucracy bonus deactivating
  • More consumption of bureaucracy from more states and pops. Did you experience a bump in incorporated population?
  • Bureaucracy malus applied to country activated. This is somewhat common, but you generally get informed about it.
  • Bureaucracy bonus of country deactivating. These bonuses are somewhat rare though.
  • Employees leaving administration. This is somewhat rare, but sometimes you can get stuck with lack employees there.

Those are the first things I checked. Reason I am asking here is that it seems to be happening since today, on saves of the same game but on different dates, and that the change in bureaucracy is so drastically. My idea was that the game got bugged.
 
You're not the only one.

There hasn't been a patch or anything, and I'm assuming you don't have any mods. So adding your save to that bug report can't hurt.
 
Thanks for the feedback Ceasar and Helmut. Institutions don't grow with it, so the lack of bureaucracy creates immediate issues, causing the byzantime empire to collapse, once again :oops:
 
What are your citizenship and religion laws? Are you discriminating too much against the Turks for them to work in government administration? From what you have written this is likely not the case, but worth asking.
