1865, Prussia, GC - I am unable to choose Business Regulations or any other commerce tech. I believe Business Regulations opens up the other techs or I think it might. I know that Austria has some of the techs that I do, but not all of them, but they do have Biz Regs which I am unable to try. I am willing to provide a save file.

Hey Derek are you looking at this one?
 
The techs you can research are based upon the academic establishment you have. Radical Academic for example, mainly researches culture techs, there are pro-navy, pro-army etc. I suspect that by changing research establishment (eg, to Banker science) you will be able to research commerce techs again.

I have the basic Prussian establishment that guarantees me one tech each year, so long as the tech is available that year. Since Biz Regs was available in 1865, I should have access to it. I do not have access to any commerce techs.

Prussia starts with "traditional academic" in the GC, but events may have changed it even if the player hasn't.

Eric, you should check which establishment you have (in the research-screen) and compare with the descriptions in the manual to see if your current establishment makes it difficult to select commerce techs for research.

Struggling to stay in the first division (thats the division beneath the Premier League). Which is not bad considering they are flat broke (Elton won't fund the club anymore - just guarantees alot of the loans). We were £10 million in debt at one time but looks like we are surviving for now.

I am in traditional academic, so yes it does guarantee 1 of each. The only time this does not work is with industrial techs, which are tied to time periods. I shouldn't have to experiment with my Prestige Points, since Traditional Academic says I should be able to get the tech.

As for your '3 am I'm looking nowhere!' crack, how about you have a look at when I first posted this BUG and then notice that my second post did not come until 24 hrs. later. So please quit with the sarcasm, unless it is always 3 am in Aberdeen. :p
 
Remember that the tech trees are cross-dependant. Have you yet had the Culture tech "State and Government"? If there are no techs in a catagory for which you have the prerequisites, there will be no available tech in that catagory.

You are correct, this is the missing prerequesite, which I do not have. Unfortuanatelly, I think this is a case of AI cheating. Because everyone in Europe and the US as well, has this tech but not one of them have state and gov. tech, it might have been an event that happened to everyone but Prussia, which seems a bit distressing, since Prussia should have recieved it just like they did.

Perhaps one got it by event, and then it got traded all over the place - except to you. The AI does trade tech amongst itself, right??

I have not seen the AI trade techs, usually because it doesn't have the RP for it. I think they all got if from the Latin Monetary Union even. I am not sure what this event does, but I saw it happen to all the nations that have Biz Regs.

Raises prestige, lowers tariff efficiency, nothing about Biz Regs.
