Buttons Labelled 1 to 4. Number 2 is missing?

Hi there,

I can't work out where the "Number 2" button at the bottom left-hand of the screen is gone. Is this a bug? Or is there something I've missed in how these four buttons are supposed to behave?

Those are rebindable. Select a fleet/planet/civ ship etc and press ctrl+number. There are a few preset at the start of the game but can be changed.
