I noticed that in Byzantium, the governor could take away titles from vassals, unlike feudal lords. But there is a choice. To select them all at once by himself and give the whole region to the governor, or to give the governor a duchy with 1 county, so that he himself would take the counties within this duchy over time. Have you seen the governors do this themselves?
 
I have seen governors retract titles from vassals up to their domain limit, yes.
