As above, when you form Rome you lose your stronger version of the Galley doctrine

Here's a save which can prove it. Load the save, form Rome, notice you're asked to choose a new doctrine.

Also the Tier 2 Pronoia reform is invalidated by becoming Roman Culture, which you can also see in this save.
