Byzantion County Development higher than it should be compared whats in the game files

Description​

The Development Level of Byzantion County in 1066 is 63 and in 1178 is 100. I looked in the game files and it says that it should be 35 in 1066 and 58 in 1178. In 867 it's 25, like it should be. I havent seen this happen to any other county.

Steps to reproduce​

Start a game in 1066 or 1178. It happens every time. Interestingly the game shows the correct dev level in the "Play as any Ruler"-Screen.
