There is a bug with the Byzantium events, there seems to be a 0 loan giving event for them, gotta check that, seems like a serious bug.

Having a quick look through, only one event gives them a loan, and that is of 500 ducats. However, the "value" in it should be "which" which might be causing the problem. Id 200135.
Aye, bug it is. It's not the most common event though, so no wonder it has not surfaced earlier...
It's a rather serious bug, I once had such a problem with AGCEEP, with a save corrupted by several thousands of loans made by China, all with 0d value. It took me hours of mass-deleting to restore the save (thrice, before I saw the problem). So we're lucky you found it.
