Byzantium form conditions does not check for country's culture

Description​

'Restore Byzantium' decision is missing an AND statement :
It should check if the culture is in the byzantine culture group AND is not of gothic culture, but as it's missing that AND statement any orthodox country can restore byzantium, currently.

Steps to reproduce​

Select an orthodox country
Annex byzantium
You can now see the decision
