Most people would tell you to use Blender or 3ds Max to make a model, but a far easier program to use is Sketchup.
Here is a beginner's guide to getting a model from Sketchup to the game:

Until 4 days ago, I had no clue how to make a 3D model, but Sketchup was so simple and basic that I had my first model done in 30 minutes (here is the released asset, which I had fully done in just hours):

The guide made it so simple to get the raw model game-worthy.

For help with texturing, check out this guide:
https://steamcommunity.com/sharedfiles/filedetails/?id=500036497

With the help of these two guides, I went from absolutely zero 3D modeling experience to having a "complete" released asset mod in only a few days (only hours of work-time, the most part of those few days was spent AFTER the mod was complete as I built up a city to show the asset off in with screenshots).

In the video, he uses Sketchup to make the model, 3ds Max to make the texture template, and Photoshop to make the actual texture image.
Sketchup and 3ds Max are paid, but offer free "student" subscriptions *you can set one up without actually being a student). Photoshop is not free (may or may not offer a free trial of some kind).
I use Paint.Net instead of Photoshop. It is a completely free program on Windows that can do just about everything Photoshop can do. If not on Windows, Gimp is also free.

Hope this helped.
