Didn't find a conclusive answer, and unsure about all the steps needed to recreate that scenario artificially, but here's what I want to know:

If an IG (landowners) becomes marginalized at any point (one ruler or another doesn't belong to their IG), must you include it in government as an autocracy if a subsequent ruler belongs to that same IG again, or does it stay marginalized and is effectively removed from political consideration?
 
I know for a fact that the ruler's IG cannot become marginalized, at least under monarchy. Not sure if a new monarch would un-marginalize their IG, though. I would assume so, as otherwise you'd be penalized in legitimacy since you're unable to include a marginalized IG in government.
