I just now realized that the other pumps are short of workers and their efficiency is reduced. maybe if they work at full capacity, the notification will disappear. I'll check.

I loaded your save file and thew in couple of water pumping stations by the sea. The water overload error gone now.

I never had that notice, but overload must be because pipes are missing.
I have it more often in electric network, and a variant is due to lack of wiring.

Electricity lines specifically have a max they can transmit per line, using high voltage lines and transformer stations to transfer more is an option.
