Description​

Title.
If you hold only 1 holy site you can create the Zoroastrian HoF from the Religion tab while bypassing the new decision to recreate The Magi where 3 holy sites are needed.

Steps to reproduce​

Start a new game as Rostam Bavandid for example, reveal yourself as a Zoroastrian, conquer a single holy site and you will be able to create the HoF.

Fix:
Need to add 'doctrine = special_doctrine_not_allowed_to_hof' at common\religion\religions\00_zoroastrianism.txt

Pretty sure the creation of hof via holy sites is newer than the recreate high priesthood of jews and zoros

Yup, in one patch some time ago they change it, so any ruler that control only one holy site can create a head of faith. Previously that almost never happened and currently you can some weird staff in religions which shares a head of faith, like after destroying papacy Insular creates an archbishop for all catholic too or after destroying Suni caliphate Maturdism rule becomes new Caliph for all Suni faiths.
So not a bug, just works as design, but it's not in line with the requirements for old decision for sure, some Jewish faith got new special tenets recently that prevents from recreating a head of faith until other conditions are met.

Enlarge this picture. You can see the decision needs 3 holy sites but only 1 if you do it via Religion tab (it was always just 1). So yes it is a bug.
It was exactly like that also for Jewish faiths and at 1.9 they added a doctrine that prevents creating HoF via religion tab so you have to use the decision. That doctrine needs to be added to Zoroastrian faiths as well.

Yeah, you're right. So in this case, the description of the decision should be updated from 3 holy sites to 1 holy site or add a special doctrine like in jewish faiths to keep 3 holy sites requirements. You have earned my upvote sir
