Can I cancel an ongoing stuck colonization? It is probably stuck because I have only 4 pops from the colonizing specie. But I want to cancel the stuck colonization and recolonize the planet with another more numerous specie.

You can select the colony open the console and type Effect destroy_colony=yes
However, I just ran into this same issue, destroyed the colony and when I tried colonizing again, I got the same problem.
