It really depends on the context here, here's how I would want it to play out:

Can a Mexico that has secured strong allies like Great Britain defeat the US? Sure, that's doable, though they probably shouldn't want to back any Mexican attempts to annex the US core states.

Can Mexico beat back the US in the early game? Shouldn't be impossible, though the US is stronger on the defense than the offense, so conquering them should be a lot harder.

Can a mid-game Mexico with no allies, little industrial development and a relatively backwards army defeat a historical US with a larger, more advanced army? Probably not, *maybe* if they have an absolutely brilliant general and the US has terrible commanders.

Can an industrialized Mexico that has kept up with the times and built up its military go defeat the US alone? Possibly, if the US hasn't built up its army enough or Mexico's economy has caught up that of the US (perhaps through becoming the #1 migrant magnet in the new world) over the course of the decades.
