can not access to holy buildings window to upgrade it to the current player religion holy building sites.

Description​

The bug started over "khans of the steppe" update
and I thought it will be fixed by now but it didn't, so I'm posting this bug report now as a hope it will be soon .

While playing I tried to change an existing holy building of a different religion that is located in a holy site of my religion
to a holy building that set to my religion.
As an example from the "The Dome of The Rock" to "The Third Temple".
or Hagia Sophia Cathedral to Hagia Sophia Mosque.
As well any other holly building as described.
The window so gray and can't be clicked on and the message of "disabled building" is popped when I hovered over it.
I think that is the new disable building mechanism that implanted over 1.15 update need to be review and fixed.

The only way to work around it is to use debug mode.
If you are set your religion that consider your designated holly site as one too.
And then the window is will be able to be clicked on.
While the upgrade window is open after clicking it then change back to your original faith.
Then and only then if you are meet the requirements you can upgrade the holly building.

p.s
If you are leaving the window you can not click on it again to see how long it is going take to finish the upgrade, because it is disable again.
but when it will be finished the new holy will be work as it supposed to work.

Steps to reproduce​

try to convert any holy building of a different religion from the player that already exist before the game has start,
to the player current religion holly building.
as an example from the the dome of the rock to the third temple as a Jewish ruler, ext...
