Can not propose matrilinial marriage to regent

Description​

the UI states that i can not marry "off" a regent, because she is not loyal enough.
But i can't even propose a matrilineal marriage to her (to an unlanded character, so nothing to move her off) with the interface blocking at that level.

Steps to reproduce​

have a female non loyal regent in your domain
try to marry her to someone matrilineal
