Can not set routs via sea

Description​

Before update to newest version, I was able to set a route through sea without landing in the middle (assuming that origin and destinations are located in river or sea side). Even when a sea portion is not a named location, I was able to selected to define the route.

Steps to reproduce​

1. Accept invitation to an activity far enough, for example from London to any Swiss location.
2. Try set a route without pass through land, rounding about the corner of the continent
