Yes, if your raiding and you loot a slaveholding province (and slavery is legal in your nation) then you can steal some slaves or get slave camps in your capital.
It doesn't even have to be a slaveholding province- I looted one of the Skagosi provines as Aurane Waters and had an event where I got about five slaves and a small slave camp.
