i'm working on a "custom government" to represent something like a peasant republic. I've found that the candidates in open_elective can be of different cultures and with no eligable courtier it will generate a ruler of either province culture OR liege culture.
My goal is to make a republic representing the local culture i would like to limit the eligable candidates and randomly genderated rulers to be of the province culture NOT the liege culture. I can find succesion voting rules for other succesion laws but nothing for open_elective.

alternative creative solutions are also welcome, i believe that for example holy orders and mercenaries force the culture of the holder to fit the culture of the title. i'm just trying to avoid those options.
 
No, this is hardcoded. You can of course resort to creating a character on_death of the current ruler, than having the inherited character abdicating to this created character.
