The way I see it, Federations work a little bit like the U.N. They're an international body that oversees diplomacy between a group of nations (or in this case, races). When a Federation is attacked by foriegn invaders the entire Federation mobilizes to defend itself.

What I'm wondering is if can we customize the type of Federation we belong to. A few examples might be a "Theocratic" Federation where the president is seen as the "voice of divine will," a "Parliamentary" Federation that works like the U.N, or even a "Tribal" Federation where leaders have to prove themselves worthy enough to become president.

I think it'd kinda suck if all Federations in the galaxy worked exactly the same way. Especially since races are so diverse. I don't want Federations to always work like the stereotypical "Senate" style that we see in most sci-fi.

I want the ability to truly recreate the Galactic Republic from Star Wars. A ruler is elected from the member planets and the ruler governs the federation for a time, but there can be factions to force a no-confidence vote in the Prime Minister if the faction has the votes. I would like to see parliamentarianism, political angling and the like. I know it's not the main focus of the game, but I would want interior politics to be important when it comes to foreign diplomacy and the like.

I really hope that the federation system is reasonably dynamic, depending on the government type of the nation that brought it together and subject to change in the future. Seriously, if I form a federation by subjugating everyone as a dictatorship, I don't want to suddenly turn into a democracy.

I think federations are voluntary alliances, if you subjugate everyone you can't form a federation because there is no one to ally with anymore.

Sub-states and vassals might be a possibility, as they're in almost every Paradox game, but the way they described federations they sound more like a centralized alliance with a single leader chosen by the member states than an empire.

That said I wouldn't be surprised if you could force someone into your federation or not allow people to leave.

Law 2: Federation cannot be left now
Law 3: Cannot declare war without presidential permission
Law 4: Armies not federal dismantled
Law 5: Federation now a single polity

Or even an HRE federation

I'm hoping there are two different layers of these sort of diplomatic mechanisms.

The first would obviously be a federation. While I'm hoping there will be different types of federations (such as one which elects its leader, one which rotates leaders every few years, etc.) I'm also hoping there will be laws for the federation. Since indoctrination is voluntary, federation laws would be very much effect its members and change how they function. Examples would be forced redistribution of wealth to aid economically weaker nations of the federation, the outlawing of slavery, outlawing certain governments such as autocracies when the leader is a democracy or vice versa, etc.
As confirmed by PDS, federations will begin to appear towards the middle of the game.

The second layer would be a sort of all inclusive galactic community, much like how the world congress functioned from Civilization 5 to a degree. For the most part, membership into this entity would be compulsory, so laws would be much less extreme. The average laws passed would be like a small tax for standing armies, or regulating certain categories of trade to a degree. Much more significant laws could be passed, but it'd probably take a monumental amount of diplomatic capital to pass one. A secondary function would be to mediate conflicts. If a two powerful superpowers were locked in a destructive war which was killing millions and displacing many more millions, the galactic community would probably step in and pressure the aggressor to cut back their gains. The galactic community would also make it easier to coordinate different nations during an endgame crisis.
It'd be really interesting to let a nation leave the community at the cost of being ostracized by every other nation in the galaxy, but that might just have to be the price to be paid if a nation who's built their economy off of the perfect slave race is part of a community who's going to outlaw slavery.
This community would probably form towards the end of the middle phase of stellaris.

Yeah, you're probably right from what we've heard, but I'd still like to be able to pull an Order 66 and turn a federation into an empire.
