I decided to build a childcare dome since I got an AI upgrade and could fully automate it, but the children in the other domes refuse to move there. I've set every dome to accept everyone but children and the childcare dome to accept them only and the single way for me to get them to go there is to manually force them to move, and that doesn't even work. I click new residence and set them to a nursery (and yes, it's empty) and very rarely they will change from *doing whatever* to *moving to New Dome*.

They would rather just die in the gutters. Pretty much literally.

I have shuttles. I researched faster shuttles to see if it worked. I researched the tech and built extra shuttles in each hub because there might not have been enough (clicking on a shuttle hub now tells me I have five or six shuttles idle instead of one or two) and surprise, that didn't work either. The childcare dome has everything they need to thrive, I've gotten some turning from child to youth in there, so there's no service problem (unless they think the grocers/diners don't work because they have the ai automation breakthrough upgrades active and no actual workers, in which case it's a bug).

In the end though, why give a player an option to do something if that option just flat out doesn't actually work? Please either make dome settings work or just get rid of them.

Do you have an open regular residence in the child dome? They won't move directly to a nursery, they want to be assigned very briefly by the AI to any standard residence like any other colonist, before they'll move to an open nursery in their new dome. You can't move them directly from their current dome to a new dome's nursery without that brief assignment to a standard residential slot. And yes, that's silly and needs changed. Children need to be able to transfer directly between any kind of residence, including and especially nurseries.

Edited to murder a nonsensical sentence fragment.

I have an elderly and child dome. (Why have people taking up space not working in a dome that i don't have enough workers for all the buildings.) Works out rather well. You have to thumbs up children in that dome and thumbs down children in the other dome. With that said, yes it would be nice if they did this without having to manually specify.
