I united Westeros but it seems creating the iron throne can't be done, this is somewhat disappointing as I thought this was the point of the start? Am I missing something?
 
The Iron Throne is the empire tier title, if you've unified Westeros you have created it.
 
There should be an option to relocate your capital and build the Red Keep yes.
 
I think you just have to have finished the conquest and not be at war, but I'm not at my pc to check at the moment.

Each one redefines the Crownlands, so each capital will balance the Lords Paramount slightly differently. Harrenhall for example will strengthen the Stormlands and weaken the Riverlands. Stuff like that. They will all also give you different amounts of prestige and cost you different amounts of Gold.
