In my Italy game, I was testing the beads for Manhattan exploit (at 200 relations, give another country 2 non-cores provinces, and get 3 in return, rinse and repeat), and traded a chunk of modern-day Angola and Congo from France. Then I noticed that they'd built some railroads there, something I never would've thought to do in colonies.
It's been a few days since I played, so I can't remember if it's always possible to build railroads in colonies, as long as you have the tech. Just got the idea of creating a Trans-African railway though, as I own a wide east-west band of Africa around Lake Victoria, from Congo to Kenya and Somalia. Would make subduing revolts and colonial wars easier.
