Can you change country Descriptions?

For scenarios countries have a description and an example propaganda poster/picture from selected country, I have successfully added a picture but need to know how to edit the description for I have searched but cannot find a file that could be it, for now, all it says is 'U13_DESC' Can anyone tell me which file I need to look for to edit the description or if there is a file?
