I played a bunch in the beginning and remember that secondary pipe runs and valves used to isolate a pipe leak/break did nothing - the leak kept leaking until repaired. Is that still the case?

Leaks now spew out a noticeable volume of resources so I want to find out if a parallel distribution system with occasional tie ins with valves such that a break could be isolated is viable and functional?
 
If you can isolate the leak then yes, it'll work. It'll pull resources from any producers or storage tanks that are connected to it. I've been able to get some leaks that leak 0 oyxgen and water.
 
Yes, but where the pipe breaks is so random that I find valves mostly useful to isolate domes and their water/oxygen storages from the rest of the network to prevent deaths.
 
I don't find myself using them that much except to cordon off long stretches of pipe. As long as both sides have a decent amount of storage you can easily close off two sides while the leak is fixed.
 
While the water/oxygen producers can be further away from the dome, I usually try to keep the storages extremely close, and isolate them with a valve. That way, in case of a leak, you can isolate dome + storage while losing only a bit if production, if any.
 
For my playstyle, pipe valves are essential. I always try to have an oxygen and water tank connected to each doma as closely as possible, and separated by a valve if it's not a dead end by itself. Especially in the earlier portions of the game I rarely have enough water deposits in range to supply a colony through, say, a two sol dust storm with sometimes having multiple simultaneous leaks. Without isolating the leaking pipe sections manually many of my colonies never would have made it. (I still lost quite a few ...)

tl;dr
So, yes, pipe valves a very functional, and especially in regions with serious dust storms, I consider their systematic use essential.

this is what I allways try to do. still I will maintain 1 storage as backup incase of a PIECE OF SKY S... I mean meteor decide to land on them
