Can you purchase/sell territories?

Can you purchase territories from another player or sell territories to another player?
Real world scenario:
Louisiana Purchase - US buys all french land in America from France...
Alaskan Purchase - US buys Alaska from Russia...
Macau - Portugal buys it from China...

If not, any chance having it in the second version of EU?
