Cannot appoint septon from landed priests?

Hello
Is it impossible to appoint a landed septon as your council septon now? I cannot appoint the high septon as council septon, or any of the my landed septon vassals?

The High Septon has never been able to assume the council position. As for the others, do they have the Septon trait and you are faith of the seven? Also, have you tried hiring one in the employ courtier decision?

Yes they do have the septon trait, and yes I am, hiring one works. I just wondered whether low rank septon could be appointed.
